The plush character is about three inches tall. The band underneath is long enough to wrap a child's wrist or an adult's, and it curls tighter on thinner straps.

Yes. Plenty of grown-up collectors wear them; the band simply wraps a little less far on a larger wrist.
What is the difference between a cuff and a dangler?
A cuff wraps around things with a slap band. A dangler, used for some Wings of Fire dragons, hangs from a clip instead.
